Is Google Search the same as Voice Commands?

I was so looking forward to having a 2.2 phone so as to be able to use Google's Voice Command app. It appears that hitting the mic icon on the Search widget does pretty much everything Voice Commands does, but yet I see Voice Commands as a downloadable app from the Market. So, is Voice Commands installed on this stock ROM, or is what we have somehow different? Just a little confused here....
