This is not true, the SECOND link the OP gave is a .ZIP that includes a fully functioning ROM that is themed as shown in ADW. I just flashed this onto my new mesmerize last night and it worked wonderfully (after a learning process that I'll detail below). you may have clicked the first link that simply links to the page about the "luna theme" itself
I'd like to share an experience I had last night trying this process so that others may be informed prior to trying this.
I rooted my phone with Z4 root a few days ago, and also installed the Voodoo kernel with the lag fix. This was all I had done to the phone prior to finding this post and deciding to try out the ROM.
First attempt I followed the instructions well but for whatever reason I completely forgot to disable the lag fix and clearing the cache, so I went right into recovery mode and tried installing this .ZIP from the SD card.
The process was successful so I rebooted. I had the problem i4get75 has, it hung on the splash screen forever, and I instinctively "freaked out", pulled the battery and reverted back to my stock rom (using recovery).
Going back through the instructions I knew right away what I did and so I went ahead and disabled the lagfix through recovery mode (go to Voodoo, then disable) Then after reboot i again skipped a step and went straight to flashing again, after that succeeded I realised i forgot to wipe the cache so I went ahead and cleared the cache and flashed it one last time.
After that the phone booted, hung on the samsung screen for a few mins, then like magic the beautiful luna themed ADW popped up.
For some reason when I reverted back through recovery though, after boot i was missing many apps including the marketplace and my file manager, I'm not sure how this happened but thank god you had a file manager in your rom or I'm not sure how i would have gotten market and my other apps back on there (I'm really new to flashing and working with android, my first smartphone was the Motorola Q, didn't have this problem). In the end I was able to reinstall titanium backup from my SD card and restored them from there since the phone kept the backups
