You should flash a new recovery always using fastboot.
Install fastboot on your computer, it's really worth doing it, and flash it from there. Just my 2 cents.

I don't know Windows 7, so I cannot help you with setting up fastboot on your computer. But flashing recovery, radio and a new spl should be done always by fastboot, so you always have a second chance if flashing fails ... otherwise chances are high to get a brick.
