[Q] Enable RTSP protocal in Android?

Hi folks, I have D2G and was trying to run the Vulcano player to access my Hava device. It works flawlessly via WiFi but will not connect via 3G.

I have read that some manufacturers or Carriers (not clear who) have disabled the RTSP protocal. It works on 3G for some phone but not others so I am assuming (probably wrong to) that I could make a tweak on the D2G to re-enable RTSP and get the player working.

Does anyone know where I might look for making this change?
I'm sure it doesn't show up in the desktop settings anywhere so I am assuming I have to get into a txt file to configure as you would with any normal Linux to change security settings.

Or is this policy enforced at the Carrier and no way I can fix it?
Real Player has an App for the phone and if I'm not mistaken it uses RTSP as well. Just wondering if there is a work around or not to this.
