Default ISP blocking uploads

ISPs can do that right? I'm a photographer/videographer and was at a press conference yesterday. I was uploading HD video to a server all night long. On the last file I wasn't able to upload to either the ftp server or a mediafire server. Can an ISP get pissed at taking so much upload bandwidth that they block it? I have to upload the last video on my neighbors unsecured wifi. FML.

if youre on comcast you have a bandwidth cap/limit
