Dropdowns in 2.3.3 browser broken?

I tried to order some stuff today and on the form there were some dropdowns to select shipping and billing adresses (dropdowns as in the HTML <select> elements) and all of them rendered wrongly. Worse yet some of them couldn't be selected at all, it would constantly select the element above or below the dropdown. I thought it might be isolated to that site, maybe some broken CSS or so, but it showed on other sites as well. Doea anyone see the same issue?

As an example the Hulu support form has a "category" dropdown that can't be selected and rendering is broken (sorry, can't post external URL's yet

That hulu page did the same thing when I just tried it. But every other page I could think of with dropdowns seemed to work fine.
