Default Lego box with question mark
Anybody have an idea of what that is...its only for flash player it will show up

Or it means that you have embedded flash set to off my default (Dolphin allows this). That way ads don't start on their own but you can start something you want just by tapping it.
Rumor has it that the Nexus 4 has a development section.

default browser allows this too.
