Default [Q] D2G on AT&T.... I'm confused

I'm confused as heck. I have been looking around for an hour and can't find an answer. Will the D2G work with AT&T in the US?
Current Phone(s) ~ iPhone 4S
Current Tablet ~ Transformer TF300T, iPad 3 32GB
Current Laptop ~ 11" Macbook Air
Incoming ~ Galaxy S III

It wont work on any US simcard/carrier other than verizon as carriers use a specific network ID which has been blocked on the droid 2 global (att, tmobile, etc.) However, I've seen people post that theres a workaround to this but there's a price for that and you've also got to send them your phone I believe.

It's a hardware modification if I'm not mistaken which is why you have to send the phone to them.

It is a software only mod.

It is definitely NOT a hardware modification. The reason we need the phone is because it involves flashing a special file to the radio image.

So if that's the case, why can't someone make a downloadable version?
