Default [Q] xt720 HSDPA+ speed limit?

I am currently on AT&T right now and am planning to switch to t-mobile where I will. have HSDPA+. TO my understanding, t-mobile HSDPA+ "4G speed" supports up to 21mbps/s. I looked online and it seems that XT720 HSDPA+ limit only supports up to 10.2mbps/s. Is that true? Any info is appreciated.

basically we can only get 3G and the new phones can get 4G
