I haven't run across any that show wifi or cell signal strength but there are many that show the phone battery %.

You could do that with AutoPebble and Tasker. YaNC Pro also offers a phone status function wich gives information about battery level, carrier, wifi level and audio mode.

I'm using IFTTT and Pushover which works rather nicely. It's not completely pebble dependent and the features work nicely.
