does the paid sim-unlocking the phone unlocks the bootloader, or at least put the bootloader in position where it could be unlocked?
P990 running 4.4.2

Probably not as they are unrelated.

so the only way of getting the bootloader unlockable is to get the key from carrier? (IF the carrier want to do that).

More like if the carrier even CAN do that.

Correct, but I've yet to hear of anyone actually doing that.
