does the paid sim-unlocking the phone unlocks the bootloader, or at least put the bootloader in position where it could be unlocked?

running CM11 nightlies.

Probably not as they are unrelated.

More like if the carrier even CAN do that.

Correct, but I've yet to hear of anyone actually doing that.
