I know exactly what you mean. They are planning on having the bootloader come locked and will provide a tool to unlock it exactly the same way that HTC does on their phones.

So the T-Mobile G3 didn't need any unlocked tool for the bootloader though right?

Right. Thats why theres custom roms and custom kernels for the tmobile variant only.
