Because your bootloader is unlocked? What does that have to do with the Verizon S5?

Excuse me if I'm coming off completely stupid, but if we could enable a permissive kernel on the Verizon galaxy s5 (with a locked boot loader obviously) we could end up flashing custom roms like cyanogenmod?

Edit: that would be awesome if we could finally get an unlocked bootloader
