If you are referring to the effect while locking your screen, it is available on the kitkat ROMs. Should be available in the older ones as well...

Actually there is a xposed launcher module named xblast it will give you CRT animation and tons of other options....

You can also get it on CM11. i installed ultra xperia (based on CM11) and i have it. really cool. like turning off an old tv from the last century.

It's cool for a while.
But after some time, I have it disabled.
