Certified build doesn't always mean that it's going to be released.

No ROM is going to be absolutely perfect, anything is better than nothing in my book, people seem to forget the relatively short life span of 4.3 as an OS. Sony have no obligation to release anything to you but they do anyway, lately it seems to be a need to complain about the Devs at Sony delivering what they said they'd do.

No one is obliged to go from 4.2.2 to 4.3, can always wait for 4.4. Software isn't an easy thing to do perfectly anyone who's worked on software will say the same, bugs, exploits, hacks and issues can come from anywhere.

Wait and see how it pans out, if there's a major issue it'll be patched no doubt.
