Default Mysterious ".eCtcQjbu1dgnvtFnvnr6yepTp1M="

I found a folder called ".eCtcQjbu1dgnvtFnvnr6yepTp1M=" in sdcard0 while I was cleaning up my phone's Internal Storage. In the folder, there's an unnamed file labeled "NOMEDIA" under Windows explorer. I can't seem to delete the folder; it keeps reappearing with the file. I don't remember seeing these files before..what is it?

Using stock 14.4.A.0.108

Is your unique number for Google based advertising. If you delete it it comes back. Don't worry about it. The no media file is so that the media scanner knows not to scan than folder for media, hence saving battery and time
