Yes, but I looked past the obvious incorrect grammar and undertood what he meant.

unlockable does mean that it is able to be unlocked
However, the user menat "un" is can not be unlocked.

The best bet is goto to
*#*#7378423#*#*
then goto service info / configuration
If the last line says
Bootloader unlock allowed: NO then it CAN NOT BE UNLOCKED
or
Bootloader unlock allwed: YES then IT CAN BE UNLOCKED
or
Bootloader unlocked: YES Then it has already been unlocked

I hope this clears it up

I saw xperia z1 is unlockable

BTW the op didn't mention if its retail or contract based

that's why I said so.

That's true, but since I have a contract phone from Vodafone (UK) and they do allow it, just saying so makes no difference.
