It's not Google's interest.

Hello, if I have a block rule for host.something.com:80 and have allow rule for the same host but different port e.g. host.something.com:5382, what rule wins?
I'm askin because there is no priority order in the access rules list.

Rules include a port number, so this are different rules and will therefore be applied individually.

So, will this feature be implemented in upcoming versions of Netguard?

Private DNS = DNS-over-TLS, right?

As far as I know not.
Note that this is better asked in OpenVPN forums.
