magisk is not involved in encryption/decryption process. it is true that magisk stores files in /data/adb, but this requires successful decrypted proper mounted /data (like for every other app)
usually decryption in twrp should work with same flags as /vendor/*fstab, but it may require additional files from other partition. for this the "mounttodecrypt" flag exist. unfortunately it is hard to understand how exactly it works, and i don't know which partition (i would just try all, but i don't have device for testing). i could find a list with flags

but i don't know if twrp supports encrypted F2FS file system type
can you say this X650C / XOS 5.0 is running Full Disk Encryption (FDE)
or File-Based Encryption (FBE)
