Make screen rotate again! [Bounty 10$]

I have built a multimedia app that needs to control device orientation;
everything works fine in the emulator but when i try to test it on an Android box rotation won't work (i tested every combination but nothing works!)
I tried to edit build.prop but nothing have worked so far

The device is a Rockbox-basic (https://www.cloudmedia.com/?product=...-rockbox-basic), it's based on Pine64 Rock64 board (note: usb adb port and Wi-fi may have been customized).

I need a fix on the original Rockbox rom or a stable fixed rom OR a Kotlin/Android code that will fix the problem.
The device must remain non-rooted but the app is set as the device owner so device owner restricted commands or non-root adb commands are allowed if they fix the problem even after a factory reset.
