No matter what I did, I couldn't get the Pixel Launcher to work on any Custom Pie ROM.
I'm using Stock GApps, I tried putting launcher-hiddenapi-package-whitelist.xml into system/etc/sysconfig but didnt work.
it is same Across all pie roms. It Just crashes

Would be nice to know exactly where you're getting that from.
Have the ROM creator patch whatever ROM it doesn't work on, except LineageOS Official (if available) as they're NOT going to add in such a hack. Tell them to look at Nitrogen OS's or SkyDragon's commit history in frameworks_base for it, named along the lines of "Status Bar" or "Pixel Launcher".
The stupid Android One version of Messages snuck its way back into OpenGApps again, which takes priority of installing since that version minimum target is Oreo, and affects Oreo+ ROMs, whereas the proper ones with working dark mode minimum target is Lollipop.
Workaround for now is to either build OpenGApps with the Oreo Messages removed, or don't have Messages install and instead install it from the Play Store.

To fix the Pixel Launcher issue universally, I think Open GApps should include generic RRO overlays on Pie. Look into PixelExperience/vendor_pixelstyle for those. I also has other uses e.g. making Markup as the default screenshot editor app, Google Wallpapers as the default wallpaper picker.

Dialer Framework, Package Installer, and Trusted Face (Face Unlock) are a few items one cannot download from the Play Store.
I guess this is the best forum to ask this question. With time there are devices that due to small system partitions they are getting useless because google with time making apps bigger and size of apks is getting big. ROMs itself getting bigger. So there are also some lite versions of apps are available there in play store. So I guess there are apks and they can also work with the way gapps. I have no expertise but is this possible to change big apks with lite versions of Google apps? I tried to search this question but didn't find so asked here the same.
