AirDroid used to allow me to use it without going through "the cloud" (something I'm seldom tolerant of), by using my local WiFi. It set up a VNC-like browser site at the Android IP:8888. Is this now gone?

Go to the bottom right hand side of your device to where it says ME tap on it then when it opens go to settings then to general scroll down to where it says Port Number open that youll see a list that starts at Auto and ends in 9800 thats where you still use the wifi frequencies just as the ones that your service provider uses and when you use a VPN as well theyre just the DNS ping ports .
