Ok, so I can see what's going wrong here, you're not using Gboard, some keyboards don't support Unicode 12 (The new iOS 13.2 but also the new emojis in Q are Unicode 12) you're keyboards developer either has to support the new emojis (you could try sending him an email) or you have to find another keyboard which does support Unicode 12 like Google's Gboard (https://play.google.com/store/apps/d...tmethod.latin) otherwise you can only view the emojis if someone else sends them. You could also copy paste them from Emojipedia but I don't recommend doing that since that will take up a lot of time.
That emoji keyboard is not what Gboard looks like, I attached a picture of Gboards emoji keyboard, you may have Gboard installed but are you sure it's also enabled and selected, I'm not sure where it is in your settings but on most devices it's in Settings > System > Languages & input > Virtual Keyboard > Manage Keyboards.
