It's strange... there is one ZMOD fork named RaxfianOS, try it. There is no wifi hotspot problem in its buglist.

Hotspot was an SELinux issue back in KitKat, perhaps this ROM just hasn't incorporated the fixed policies yet.
Edit: Nope. Just flashed this ROM (now that I've got my new screen in my N5), and SELinux is set Permissive, so it must be a binary issue.
Anyone tried it with Full_Auto? If I recall correctly it uses the 3.4 WiFi and installs a replacement binary which could work.
