As the article stated, its not well known by the all users in the world. May be because of this, most of custom roms doesn't support it. Moreover official roms other than stock ones like AOSP, CM etc. don't develop anything for 3g video calling because of some video codec licensing problems.
Try using sock based touchwiz roms like QS-KK if you really need 3g video over gsm.

Seems like a lot of us have problems with low charge currents generally on every CM13 ROM ... Therefore I once again tried CM12 and had no problems what so ever. This can be fixed by using boeffla and setting ignore unstable power, but this should be really fixed.

It will tell you the charging rate.
When using CM13 kernels the charging rate on my device is 1000 mA. That is the Galaxy approved safe charging rate. If you want to increase the charging rate, use a different kernel.
