Same here. The shutter sound is always there, even in mute.

Try this, it worked with me

Open Root Explorer - Navigate to /system/media/audio/ui
Mount R/W
Rename shutter.ogg to shutter.ogg.bak or just delete it.
To undo, just rename it back

I found this in a android forum.

How do you delete the file on a non rooted phone without that app?

For rooted users
How to enable on/off button for Shutter sound:

Edit /system/csc/feature.xml with text editor of choice.
Add following lines:

<!-- Enable/disable the camera shutter sound -->
<CscFeature_Camera_ShutterSoundMenu>true</CscFeature_Camera_ShutterSoundMenu>

Reboot, Voila, now you can enable/disable shutter sound from camera menu. (I'm on BLG8)

I tried to use Tasker to turn on Silent Mode, but I still get the shutter sound. Any thoughts?

Yeah this was the same when I picked up my iPhone4 in Korea, it makes the shutter sound regardless..hows the sound of the S3 when it makes the shutter noise? When I had the One X the shutter noise was somewhat subtle so you'd hear but it wasn't loud and annoying.
