I have Googled it and the only relevant thing I found was this post from two and a half years ago (with no answers):

The folder appeared in Download yesterday. A few days before that I started getting a different lock screen, but only when the phone is unlocked already. Pressing the back softkey or the home button makes it go away. Attached are two screencaps of the new lock screen.
I have checked through my installed apps and didn't find anything suspicious.
