After I disabled all Bixby function and reenabled them the bixby hardware button doesn't work, doesn't open it when I click it so the app doesn't work, anyone know how to fix this?

Is there a root method you could implement to make it so the remap doesn't make the scrolling stutter?

For remapping you can just select one item at the same time. Why do you use checkboxes instead of radio buttons?

You can try to uninstall the app restart the phone and reinstall. Sometimes android keeps services even if app is disabled. Also make sure to disable all other Bixby apps in accessibility.

You could also try the alternative blocking method.
