Did someone manage to lock the processor frequency on Android Q?

I am on Los 17.1 WolfKernel and I cannot lock the frequency to 1,9.
Could it be due to the Android Q since developers say it is not the ROM or kernel?

I could be wrong, but I don't think it needs to lock as it uses what ever it needs, as and when.
Like a tap...

I think if it's locked at a higher frequency, it won't use it and will drain the battery really quick.

I think you can lock it with White Wolf kernel and some kernel applications, like Ex Kernel Manager or hKtweaks v2.1.0. The second one is free.At least for me was working, when I tried Evolution X.
