Changing battery top/bottom voltages

Either no one asked about this before or google just doesn't want me to find answer for that question.
How do i change voltages that my phone is charging my battery to? So for example i could get 0% at 3.2V and 100% at 4.05V?
And as far as i know Android knows only about voltage and temperature of battery, right? It doesn't know how much amperage(the one shown in apps is theoretical?) is being drawn or how many maH is left. maH tests are not very accurate because phone don't know exact amperage drain, yes?

Did i created this thread in wrong subforum? If so then please redirect me to a better part of XDA, it's really big and not easiest to move around.
