A community mental health organisation in Australia is seeking to develop an app to support the mental health of socio-economic disadvantaged people who frequently have no phone credit. My question is: has an app been developed (or can an app be developed) where the user can still operate the app without any data credit (while the app remains online and connected).

The functionality I am seeking is the app version of the 1800 phone number prefix (i.e. in Australia) where the service provider pays for the call and the user/caller incurs no cost.

We are seeking to make a mental health and suicide support app available to people who have no data. Any thoughts or comments would be appreciated. If an app has been created with this operability built in that would be fantastic to know about.
