How to unfreeze system apps from recovery ? (TWRP or CWM or Philz)
i freezed "Google App" by "App Quarantine" and it stuck after Bootanimations

I doubt you can unfreeze from recovery. Best bet would be to do backup in recovery. Wipe clean and once it reboots setup and install nandroid restore to from backup.

Alternately try installing other launcher from recovery see if that boots up your phone.

Not tested, but it seems that you only need to rename/backup/delete this file: /data/system/users/0/package-restrictions.xml

You saved me!
I blocked a Xiaomi Mi Account app so my phone went to Lock Lost mode.
Renaming the file solved my issue
