This exact case happened to me last night when I attempted to connect to free WiFi hotspot in city center. Basically that error comes up for me when you are too far away from router to work/or there is many wifi signals nearby so there is interference. Basic fix for me in every of these situations was to get closer to WiFi hotspot. It happens because these public WiFi routers have separate antennas (not embedded...often directional) and have ability to transmit wifi signal much further than your phone can, resulting in situation that your phone can fetch WiFi router signals but can't transmit long enough to reach that network, connection basically times out and phone gives out that message.
In short: try to locate that hotspot and try to get closer and see if same happens.
