Should work on your base as well. But as I wrote in OP I can't guarantee it, as I performed those steps coming from base 1.21.206.4 (german o2 device).

Performing the getvar all command, what MID and CID does your device currently have? If MID matches the one in OP title I'm quite sure that it'll work for you as well.

You are pointing to htcdev, but some carrier may have versions that are not unlockable from htcdev. (There are douchbag carrier locking everything in europe too)

only one way to find out

Not worth the risk to me. Kept on 1.21.617.3 and flashed, S-ON, and threw on LeeDroid. Phone works fine.

On the M9 the base of SKU x.xx.617.x were the developer editions. If this is still the case, those could be converted.
