Tried your method on Windows 8.1 64bit with no luck. But here's the kicker. Fastboot was working just fine before I flashed eng hboot. Ver 1.39 on my DNA

I feel like a dumb a$$ for doing so but all I wanted to do was change my splash screen and now I'm stuck on this eng hboot with no fastboot support. Any ideas?

I can't for the life of me get this to work.
The usb update crashes my Win10 setup.
Anyone got any other ideas to get fastboot working?

I would try this fix
You probably don't need to do step 1 as you are using windows 10
Backup your registry before just in case

This issue was driving me up the wall. How I did this: Get a USB stick ready and use Live Linux Creator and install a Live Linux like Ubuntu or Lubuntu onto the stick. Boot to the Live version (maybe you can use VirtualBox VM on Windows, not sure). Open Terminal with Ctrl+Alt+T.
Type (without comments with // ofc):
sudo apt-get update //updates apt get
sudo apt-get install android-tools-fastboot //installs fastboot
sudo apt-get install android-tools-adb //optionally get adb
sudo fastboot devices // should show the device, don't forget the sudo!!
sudo fastboot flash boot ~/pathto/boot.img //sudo is doing the trick here, which is missing on Windows !!!
