Hell no, TWRP 2.8.2.0 or higher, recommended ia 2.8.3.1 but if you have higher than this you will be able to flash it

Thread says official but does this use official kernel? Does D802 uses official kernel from LG? Because I didn't hear official update from LG.

It's a stock ROM PORTED from ORIGINAL Lollipop firmware for Korean variant of G2 so you are not forced to install this, if you want FULLY STOCK firmware you must wait until it comes over OTA

I see there Baseband version Unknown. Is the signal working ? can it be used as a phone ?
