I can confirm this.
SD835 has hardware limit to record 4K@60fps and HDR video. That's why stock can record only with LUT and only with 30fps.
BUT there is some nuance.
We can unlock 60fps in software mode (but not by way linked here:

The quality of the recorded video will directly depend on the complexity of the scene in the frame, the load on the processor and some other factors.
In reality, Fps will be about 45-50 frames per second, with a maximum of 60fps. but this is under ideal conditions. Even lowering the bitrate won't help much. It will be very difficult for the processor codec to encode such a video format.
Actually, I unlocked these modes in the AiS / AiX firmware, but as an experiment, because, to put it mildly, there is little practical utility from it.
