It is certainly the base band problem. you can change your base band corresponding with your mobile provider.

Generally, they are the same. Both of them are used to initialize device, load the entrence of system kernel. But there are difference between them.

It's most likely your battery is deaded. But if not,your phone might damaged. You can charge your battery alone by other charger, and then setup the battery to see whether it work.
