Well Ive fix the issue it wasnt a full wipe that solved it. The Build I used to go back to stock something was wrong with it. I grabbed the build from Entrophys back to stock. It was creepyncrawly's post that took it back to a stock build and able to fix the modem from going in and out. Thanks...

Just a interesting observation. I took my sim out and sd card restarted my phone and instantly had signal. Emergency calls only but it had service from the start as mine goes in and out for 5-10 mins before having and maintaining a signal. Wierd.
