Latest Magisk 15.1 fixed all the issues I was having. Not a single reboot or bootloop. And I can use game guardian now!!

You should return it to Google and get the unlocked version from them, it works just fine on Verizon. If you buy the Verizon phone from Google it will not come with an unlockable bootloader. Also, you can get a panda unlocked version from Google.

Try turning off tethering hardware acceleration under developer options in settings.

Found a fix for the issue I was running into. In settings/System/Developer options make sure Tethering hardware accelerations is turned off. For VPN settings I use port 443 and OpenVPN (UDP). Data does not count towards hotspot anymore. Everything is now working great!
