The problem with phone status i never had, but i also can't deactivate a sim. I performed a clean install and I tried to wipe cache + dalvik cache - with the same result.

I don't use FreedomPop applications, but sometimes i also have this issue ... after a reboot i see no SIM cards. I only get my SIM cards back after i powered down the phone.

How did you turn on 3g on the second sim? For me this setting is grayed out and on 2G.

You should have a look in the device manager, maybe, you have only to create a partition on the sdcard ...

The factory reset from recovery did help me, i can now hear the ringtones from internal SD-card.
