Yes, this is by design. In effect the picture that you get from the front camera is reversed in order to make it as if someone else had taken the picture in the normal fashion. If you really want the mirror image, just use the image editor to flip it.

When you do "adb devices" in terminal, can you confirm the Xoom is recognized? If it is, following the guide here on XDA should go swimmingly. If it isn't, something is wrong with your SDK installation.

try widgetlocker from the market -- right now it's probably the best known, most modded, recognized way to take control of your lockscreen. you can put much more than clockr out there... ;-)
