Uninstall carrier services application. Sending and receiving texts is back to normal for me. I read this on the Oneplus forums. Hopefully it will work for you also.

I'm on T-Mobile with OP8 Pro and I have the same exact issue!! Did you also recently update to Oxygen OS 11.0.2.2.IN11AA? I think that's when my troubles began.. Tried calling T-Mobile and they were no help getting this resolved. Let me know if you find a solution, and I will do the same

I called T Mobile and they tried different settings from their end, but no luck. The problem is so intermittent it's really hard to figure out. Best solution is to stay off WiFi at home. It's a let down for sure. Hopefully an update will fix this.
