I still can't connect android directly to Windows. You need to use VMWare, and create a Ubuntu (or other Linux... but google recommends Ubuntu) virtual machine. From VMWare you should be able to attach your phone device. Within the VM, download the Android SDK from Google and use the adb app in the "tools" folder.
If VMWare throws some exceptions when you try and connect the phone, look around the forums (I believe I found it in the Dream forum, but I didn't bookmark it, so I don't have a link) for 64-bit android/adb drivers, and install them in Windows.
