Are we sure <NetworkLock> means blacklisted network and not locked to this network? So only those networks in the list would work? But I think you are correct mine is Netherlands region and I see no Netherlands network in the list. And logically it should work on their network. My bad. Sorry...

When you say it has the lock, you mean there is the list of region locked providers in the xml file or if you put another SIM in your phone it locks? Having just the list does not matter. Mine is 2013.05.24 and it is not locked. My provider is not in the xml file so in theory it should not allow...
