I know this isn't a fix but for now you could go to developer options and turn on cellular data always on when Wi-Fi is available it will still use wifi connection instead of your cell data you could also try aggressive Wi-Fi to cellular handover I had a similar issue on my son's device...

I believe Bluetooth is a known issue I believe it even says it in the OP under bugs
