It seems this is for Bell's i9100. Is there a way I can flash this on my AT&T i727 that I am using on Bell network?

Yeah, I tried that but did not work, I dont think this phone is supported, they ended up reimbursing me. I did not spend that long on it, I went to ebay and paid $25 and voila!
