Yes, you are somewhat correct. The on-screen buttons are factored into the equation when referring to screen size. However, they disappear or fade under certain circumstances, but for the most part they will always linger where they are.

Please note the Nexus 7 already utilizes "Fragments" in its user interface. Only the launcher on the device remains "phone like", apps stay in tablet form.
