Can I use TURBO BOOST with ViperS 3.1.4??

Hi everyone I am facing 2 problems 1- My GPS cann't find my location. I open google maps and it cant shows my location. 2- is this ROM compatible with TURBO BOOST?? Any help is appreciated.
