    Sarcasm aside, I bought a temporary phone that has a working screen and running Android 9. Factory reset the original and re-rooted it with Magisk, TWRP and that problem isn't happening now. Xposed app and framework are installing okay since resetting.

    FIXED. - Used method at https://github.com/Androxyde/Flashtool/issues/103 (copying F51XX folder instead) - Ran Fileset Decrypt again and it bundled 34.4.fsc into the FTF file.

    If you followed instructions that say to build your ROM in FlashTool and exclude all TA files, do not do that. Include all TA files in the ROM so that redundant data is erased first. That should fix the camera for you. Note that you should back up first as everything will be erased...
